Ok anonski, because I think you're very nice and deserve a lot of hugs and headpats, I shall explain it as well as I can.
Let's start with
dynamic IPs . They're IPs that you can reset by the classic "restart the router" mechanism. Many sites handle your IP as a way to manage their traffic and access to their services. If an IP is blocked, or banned (Big No No), a router with a dynamic IP allows to reset this, making it so that one can access again to the service that was blocled for them
A static IP, is the opposite of it, you could reset your router as you liked, but you will still have that IP no matter what. If you get banned with it, it might be a bit more complicated to access to those websites you wanted to use.
Now I don't know in particular what a range is, but I am fairly confident they're tied to dynamic IPs. You don't get a completely random IP every time you reset the router, some parts of it stay the same due to the way ISP works (???????)
I think what anon is trying to say, is that the user doing this havoc, is not using nor a dynamic, or a static ip. It's using something more akin to a VPN, which allows you to connect to other parts of the world, and pretend that this is your location on the internet. It also generates a brand new IP, not tied to region, making it easy to access your website again (unless that site doesn't allow certain countries)
I know this is basically a kindergarden-tier explanation, that will make others that know much better mad, but I hope it serves to know what each thing is in the future!
