I started playing HS during TGT, so I never experienced classic back in its heyday, but classic mode reminded me of why I liked HS. Basic cards are really fun an soulful. I could finally playa the Handlock I always wanted and even reach legend with (even if it was a lot easier with a lot less competition).

Most people who would have been interested in playing it had already quit the game for good. There were very few players. It also had bots playing zoolock all day.

I'm sure this is part of it. The post-Brode dev team changed a bunch of classic cards, and it wasn't straightforward why there is the normal Jaraxxus and a buffed Jaraxxus. I don't even know if they even reintroduced Rag and the rest to Classic packs.
New players were used to a completely different game. For example, nu-Hearthstone no longer has a control play style, it's just spamming shit the generate random shit that come back to life again. You fill the board, he clears the board, he fills the board, you clear the board, that's it.

This would have been an issue if Classic mode ever got popular, but it never did. I have all useful Classic cards, so I'd never have to buy packs again, so ultimately it wasn't in their interest for it to get popular, but it's not like there was a chance of that happening.
tl'dr it was a gimmick for oldfags who no longer even played the game.
