According to the text of the document, the negotiating groups on the agreement between Ukraine and the United States are expected to report on the progress of the negotiations by April 26 of this year. Full text of the memorandum: Whereas the United States of America has provided significant financial and material support to Ukraine since Russia's full-scale invasion of Ukraine in February 2022; Whereas the American people desire to join the Ukrainian people in investing in a free, sovereign, and secure Ukraine; Whereas the United States of America and Ukraine desire lasting peace in Ukraine and a strong partnership between their peoples and governments; Whereas the United States of America and Ukraine recognize the contribution that Ukraine has made to strengthening international peace and security by voluntarily relinquishing the world's third largest arsenal of nuclear weapons; Whereas the United States of America and Ukraine intend to establish an investment fund for reconstruction within the framework of an economic partnership between the two peoples and governments; Whereas the United States of America and Ukraine held reasonably constructive technical negotiations in Washington, D.C., on April 11-12, 2025, to conclude negotiations on the Agreement to Establish an Investment Fund for Reconstruction; Whereas the United States of America respects Ukraine's intention to avoid conflicts in developing an agreement with Ukraine's commitments to join the European Union or agreements with international financial institutions and other official creditors; and Whereas, without prejudice to any political or legal procedures necessary to finalize the arrangements, Ukrainian Prime Minister Shmyhal will visit Washington, D.C., in the week of April 21, 2025, to meet with U.S. Treasury Secretary Bessent and provide high-level support for the completion of technical discussions on the terms of the agreement to establish the Recovery Investment Fund. Negotiating teams are expected to report on progress by April 26, 2025, with the goal of concluding discussions by that date and achieving a signature as soon as possible; and Therefore, as a result of this, as evidenced by the signatures set forth below, the Government of the United States of America and the Government of Ukraine enter into this Memorandum of Understanding to work expeditiously to complete the preparation of the necessary documents for the purpose of finally concluding an economic partnership agreement between the American and Ukrainian people and establishing an investment recovery fund.
