NJPW already gave them support with letting Okada in and hosting the show on NJPW world (not gonna count Rocky Romero and best friends since I don't know how what kind of contracts they have), plus the ROH title was defended on the show, so ROH gave them their blessing and support, but please not that there was not any ROH or NJPW logo slapped anywhere so it was still just "the boys' show" and I prefer it remains that way.
One thing is just being called All In, being called "ROH, Impact & NJPW present: All In" is another, remember that most of the financing was done by the Bucks and Cody.
If Minoru and the rest of Suzuki-gun wanted to help and reach to their pockets to back it up (on an hypothetical case of course) it would still be an "Indy" show, if NJPW wanted to finance the show and get Gedo to help with the booking, that's the very moment it stop being indy and it becomes just another G1, same goes if ROH or Impact do the same.
