There are two Scrollslikes coming out, one is actually by former TES devs called The Wayward Realms which has some Arena, Daggerfall and Morrowind guys on it.
The other is Ardenfall, which is a mixture of old TES and modern TES. It's in a demo state at the moment and you can actually play it. I'm not a huge fan of its graphics but the gameplay feels like it's going in the right direction.
The guy who made Daggerfall Unity is also making his own RPG but he's in the very early stages of it.
For something you can play right now there's Dread Delusion, which you might be mixed on. It's very easy and doesn't have the best writing but I love aesthetic of it and the world it builds. To give you a taste, a race builds a God Machine and it starts fucking with reality and their memories.
Finally, it's almost everything you want except fantasy and CC is Kingdom Come. It's historical rather than fantasy but for most there isn't a huge distinction, it's like one of those old 2000s CRPG teams got teleported to the future and made a game with modern tech. Read into it, you might really like it. The armor system alone sold me on the game.
