The Americans were able to cover their ass after the final battle and remove the person that was backing John Arbuckle's team, and it seems like the part of Japan they control is still mostly willing to go along with being under their thumb. Meanwhile the other countries still have control of their areas of Japan so it's basically returned to the exact same way it was at the start, except the Russians, Chinese, and Australians(lol) are semi-united against America, and there is a small independent area of Japan now. It feels like the setup for a sequel that will never happen
