That's not how the sentence is worded, methinks, and definitely not how it's enforced. That sentence is not defining something that is against the rules, it's defining something that is within the rules. As such, you should not conflate content against the rule with content that is not against the rules for the purposes of rule enforcement. i.e., don't report loli as pedoshit. However, conflating the two is against local board rules here.
