Of course, establishment internet is restricted and monitored, you cannot really complain about that because you are using the internet in their campus, paid for by them, and of course the responsibility of providing details of people to law enforcement is also with them.
my college used to reset all our internet access passwords like every month or so. i gave up after changing my password 3 times, and just left it at whatever default the sysadmin decided for that time.

for all we know, it might be. in India law enforcement needs no warrants to request details. policemen get the location of whatever number they want within hours, no questions asked. ISPs send data to law enforcement and the landing stations apparently have a room reserved for law enforcement and have dedicated lines running from there to delhi, or at least that is what i remember reading.
