That doesn't seem to stop pedo sites from popping up all over tor so if loli is suddenly outlawed everywhere I don't see why a similar mentality would not follow.

I would have to say no but me not willing to do it doesn't mean someone else isn't in the same sense there are pedos who would not host sites for the cp they consume but there are still cp sites on tor due to pedos who will.

Minimize risk I could agree with to an extent as pedos have been hiding themselves for ages so I Imagine they know what they are doing as far as hosting sites go however as far as maximizing engagement goes I ask again why would they not just make their own site to group up and engage with each other without having to engage with people posting real children as well outside of risk management?
